Learning Spanish. Maybe Bogota could be nice for you then. Its really crowded but some neighborhoods are safe, especially those near the universities. There was a American there from Chicago, he was a English teacher if it is something that interest you it can be done. Overall the city has a really good quality of life, with a HDI above 0.850 IIRC.

Is there a large expat community in Chile. It interests me to move there for the lower cost of life than here in Canada. How cheap are houses near Santiago? How is the market for engineers there?

Based on job listings and whatever stats I can find, being an Engineer is still profitable over here, and given your English skills I'd guess perhaps some higher-end companies might be willing to consider you. As for expats I know a good deal of them from both neighboring countries and Europe but haven't stumbled unto North Americans despite there apparently being a bunch of them. Maybe if you look at Nido de Aguilas (US style school in Santiago) you'll find Canadians, who knows.
Whether you move here or not, I still wish you good luck.

North and center is full of slums with colombians, haitians, peruvians and bolivians selling drugs while in the south the cities are smaller and without the risk of being stabbed to death by some beggar or edgy kid

I don't know much about housing outside of Santiago but the North/South divide is colossal.
