Yes, serial killers were a reflection of the times of our society falling apart at the seams in the 60's and 70's, same way mass shooters are today. Serial killers started disappearing in the 80's and you never hear of them anymore. We also just have a larger population than anywhere in Europe so more crazy shit is bound to happen.

Serial killers never went away, they just adapted to how well monitored towns are. They find corpses alongside desolate highways quite frequently, and often the people who died were from far away. Our country is so huge that it is not difficult at all to abduct someone, kill them, and drive far away so that you can bury them off some road that nobody will explore around for years. Serial killers are also pretty common in Russia for similar reasons, a huge amount of open land to hide bodies in that is impossible to monitor.

We also have mass shooters in larger qualities now. The media stopped giving into serial killer hysteria as to prevent others from being inspired to be killers, but they started focusing on mass shooters which ends up inspiring people to do the same thing. Mass shootings are even worse problem though, a serial killer will expose himself to getting caught as his desire for attention grows with his infamy, while a mass shooter just wants to kill as many people as possible before someone puts him down. It's spontaneous and difficult to plan ahead for (unlike a serial murderer, who you can bait and take precautions against once his MO is found), which makes it very hard to deal with.
