Close to 70% (more like 90% if you include the Sami nomads and the people of Kirkenes) of the civilian population of Finnmark was forced to seek refuge in the south as thousands of buildings were burnt to the ground by the Germans as they initiated scorched earth tactics to slow down the Soviets. The 'lucky' few who were allowed to remain in Kirkenes were bombed to shit by the Soviets, so they had to spend a big portion of their lives hiding in caves, mines and bomb shelters. With over 320 bombings Kirkenes was the most frequently bombed town on the European mainland during WWII, and over 100 000 German soldiers were stationed in the area. The allies barely even tried to protect the town, and by the time it was freed by the Soviets there were only 13 buildings left standing. So much for 'continue life as normal'.
