I looked it up on my Universities library as I the link is a buy subscription thing.
Basically, what they did, is they calculated the number of deaths from 1998-2002 and got the yearly average. Then compared this to 2003, which was significantly higher.
This led to them calculating roughly 74,000 people dead, but gave a margin of error that just led to 70,000.
Note, they also state that both the French government, UN, and several other international organizations have come with lower numbers, but are still very high. (15000-30000)
This number sought to include all deaths that were caused by it.

Both gaps do not balance each other. Excess mortality was a characteristic of the summer of 2003 affecting a major part of Europe. In particular, three main peaks exceeding 1000 additional daily deaths were observed on 13 June, between 16 and 21 July and on 12 and 13 August, days in which the mortality peak was exceptional. Excess mortality was also observed at the end of June and persisted during the month of September.

It's around $4k to $5k for central air, but that normally uses your air duct for forced air gas furnaces. So if you have a different kind of heat, you don't have those ducts to use.
Window AC units are like $150
