If it was so easy, everyone would do it, but the only country in the world that successfully turned from a poor, "peripherial" country to a rich, developed country within a relatively short period of time (which is still like 30-40 years) is South Korea.

The standards of development also change over the years. If i recall correctly the HDI faggots changed their ratings methods a few years ago, so the HDI numbers of the past can't be compared with the ones we have today.
