Looking at crime rates Uruguay is far better than Brazil but it's no paradise either, you might get mugged or have your house broken into if you're unlucky (That applies to the southern cone as a whole) As for Spanish you're Italian, you could probably learn it in a couple weeks-month if you're dedicated.
