It's not about that. In fact, it would be GREAT if you could get noticed in Chukotka.
Chukotka is one of the most sparsely populated regions in the world. Think Mongolia tier population density, but 10 times lower. Settlements are often hundreds of, sometimes over 1000 kilometers by air away from each other. There's no functional road infrastructure to speak of. The climate is hostile in the winter for reasons obvious to everyone, and in summer wildlife like bears and wolfes are legitimate dangers. Also much of the terrain turns into untraversable marsh in the warmer months due to melting snow and ice. If something happens to you there, nobody will be able to rescue you.
