Many cities in Africa are very infrastructurally developed. Even Addis Ababa has a pretty downtown. It takes being a shithole like Ndjamena, Bangui, or Niamey to look like literal ass.
That said, Abidjan is famous for its infrastructure, and Cape Town, Johannesburg, Nairobi, Kigali, and Luanda don't look too bad. Windhoek is very nice for a small city.

Oran is a large city for African standards, especially in its region the Maghreb. It is also historically important and sought after during the Spanish and French conquests of the Barbary coast.
It isn't particularly irrelevant and Mediterraneans should be expected to know of it.
