Why do you want to act as if Austria was somehow very different from Germany? It's basically a region of Germany like Saxony or Swabia that just happened to be more politically separate for various reasons. I feel like your sentiment is a post WW2 notion to justify the separation.

Luxembourg is pretty German but with Fr*nch influence, Switzerland is mostly German but also has significant French and Italian speaking regions in the west and south of the country

Germany is a union of Protestant German lands, plus Bavaria for some reason. Austria isn't protestant, and the others aren't German.

The problem was that both Austria and Prussia wanted to lead the German Confederation, this eventually resulted in the war of 1866 and since Prussia won Austria got kicked out and Prussia dominated the remaining German states.

The Netherlands because they won some wars and were able to escape the influence of the HRE, Belgium exist because the French thought the Netherlands were getting too big for their britches. The Netherlands also had Spain as an ally back when that mattered. So basically, due to some wars and political intrigue, the Dutch separated from the Deutsch.

Austria almost remained part of Germany after WWII. Like seriously.

Czech's because they didn't speak German and always managed to remain distinct from the HRE until it fell, but they got swallowed up by Hapsburgs and Prussia.

A Germany that had managed to fully centralize its power and political authority before the 30 years war and had managed to integrate all the pieces into its power structure would have dominated Europe and prevented Prussia from rising to the top.
