The wealthiest suburbs are the ones closest to downtown. The ones further out are newer and cheaper and usually considered nouveau riche (they're the mcmansions that people always post)
The big trend now is to build new housing near the downtown, and renovate old buildings downtown (called a "loft" in the US). But all that's expensive housing too.
There's always nice "suburban" sort of neighborhoods in the city proper, but they're only for wealthy people who can send their kids to private school. Prettymuch no middle-class people live in the city proper.

Even though the "inner city" often has the most beautiful large brick buildings which here in Toronto are the most expensive and occupied by whites more often than not. In the greater toronto area, the suburban cities like Brampton, Mississauga, Markham are were poos and Chinese live. The mid-town "inner city" is often where rich whites live and the downtown condos is where chinks and whites live in shoeboxes.

It actually increases crime in the city because, in places with more middle-income people walking around there's less crime (called "eyes on the street"). Western Europe has a shitton less crime than here because you can't just break into a house where everyone can see you.
The mixture of uses in a city keeps it safe. That's why "gentrified" areas in American cities are always industrial neighborhoods: shipping centers and factories nearby keep the neighborhood safe, and because it's downtown it's also convenient.

America also isn’t big on “public facilities”. Although I’m not sure what you mean by that exactly anyway. Suburbs have their own stores and restaurants and stuff so it’s not like I have to ever go to the city unless it’s for work or to go to a government building.
Only thing shitty about the suburbs is the commute to and from work really.
