The point seems to be that as It was Qing dynasty of the time when Manchu people was ruling China, so all those Tungusic and Mongolic tribes there that were affiliated with the ruling Manchu tribes are also considered as part of the country
And there seems to be some record of Qing government ruling Primorie and also scattered records of them ruling area to the north of it that are included in OP's map (Although most of those evidence seems to be even weaker than their "proofs" to rule islands in South China Sea or Senkaku/Diaoyu Islands)

See the blog url in OP's image, there're things like Classical Chinese text records that show things like Chinese government officials being sent to Sakhalin to issue residence permit to local population, how they mapped some Mongolic (thus Chinese) tribes that were living all over the area and that the Central Chinese government have established "relationship" with then, how residence in the area were dressing Chinese styled clothes, followed Chinese customs and all that.
Doesn't seems like there are any evidence for Kamchatka directly but I guess the point is probably that they shouldn't be Russian as Russia didn't even control those lands that would connect Russia to those area, and if those connecting area belong to China then those area to the east of it should also belong to China.
