A lot of people find it difficult to use a computer. They still use fax machines. 'Paperwork' is still actually on paper and they are gonna bitch any small mistake you make (I traced a letter and had to fill in some form all over again). You only get a cash card. The process for getting a debit card is a pain and for a credit card that pain x10. And lastly, they still pay by cash a lot. You can pay for online stuff at the convenience store which they see as useful, as they've never heard of online banking with a credit card I guess.

Basically the only modern things they have are stuff that are convenient for elderly like heated toilet seats. But on any technology that might conflict with habits of the elderly they are far behind first world western countries (which probably has to do with also the fact that there are many elderly people).

Japan's rail is much more advanced than any in Europe or anywhere else outside of Asia.

Also, some places are starting to accept debit/credit cards, and, unless you work for a shit employer, they can help you getting set up with cards (the HR department where I worked did this for me, they even helped me find an apartment).

In general, if you're going to live in Japan, you want to work for a western company that operates there to avoid many of the problems you'd face otherwise.

I also lived 2 blocks from 西日暮里駅 for 38k month (shared house, it was furnished though and had my own refrigerator - the shared parts were bathroom/kitchen). If you'd look up Tokyo it's quite big and 奥多摩 is even considered as Tokyo, regardless of it being more inaka than ever
As for convenience, shinjuku/shibuya should apply. As for safe, maybe setagaya ward or chuuou can apply.

cost of life there is cheap for a city of its size
it's more modern than most of Japan
very good public transportation

the only downside is that because it's so new there aren't as many historical buildings and things to do.
