It's the most populous of the Baltic countries, meaning it has a larger market and a larger workforce. It also receives more EU funds than the other two Baltic states. It is well possible that Lithuania's economy is doing better, but Estonia still has a higher HDI and higher wages.

But you are right, a better economy (gross or per capita) does not necessarily equal better wages or living standards for the average person. It's a lot more complicated than that.
