All the modern culture does is doing Russian version of Movie/TV franchises under Sony's license, making 8.9IQ series about bandits, medics and cops, also soap operas. Modern literature is plain bad. No good Russian music nowadays. Cartoons (like Prostokvashyno reboot) are godawful moneygrabs.

Even in case of Dvach and Sosach you can see the clear separation of the two eras, and it is also about the rise of social networks and the soft censorship/government sponsorship for the right people doing right media.
I love Russian 90-s and by extension many 00-s movies, there was plenty of fun to read literature, even runet special adoration of anime and other things was truly original. Music was great, movies were done with soul and internet was pure and innocent back then, without the shilling, overpoliticizing and still able to recognize irony.

All this said, we could say that the same happened to the west and a lot of it can be attributed to the social networks. But fact remains, a lot of things now in runet are just borrowed from the west. Movies are done under western franchises or by talantless directors who are friendly to the right people, etc.
00-s were the extension of god-tier 90-s, most of great things came exactly from that time.
Nowadays there is a better mass-culture and now Russian TV makes it's own adaptations of western shows instead of showing western shows directly, but at a cost of making nothing noteworthy in 10-s.
In short, Russian culture in 10-s got more mass-produced, makes more movies, series, etc, but at cost of not being original and opting for the Russified western culture instead.

I ain't saying that Ukrainian culture is something noteworthy or that there is any hope for it to be great in the upcoming decade.
I am just saying that modern Russian culture got bad and unoriginal. The problem is that there is little interest to watch modern Russian media (movies, series) since they are often adapted after the West or tell us about bydlo cop&gopnics, which is tiring. If Ukrainian media starts to seriously adapting western franchises and make local movies/series like Russia does nowadays, it'll just expose the weakness of the modern Russian culture and how hollow it became, driven by the popular commercial formulas.
This said, I am not saying that it is gotta stay shit forever or such, I am just stating the fact that 10-s were the most unamusing decade in the recent part for Russian culture. If it stays like this, Russian culture will fade into irrelevancy and will live by the past cultural artifacts.

As for the world - it lives by exploring the neglected Russian culture and the old works, up to 90-s. But there is barely anything amusing people find about the things from 00-s and 10-s because of how lackluster were these decades. But at least 00-s had memes, original things and such while 10-s become a steep decline. And yes, it is a decline worse than that of the West.
