Nah, actual culture is something that is produced in everyday life. In the evolution of language, in urban art, in the acts of small artists and musicians, in the way that you go have fun with your friends and in a million other things.
The kind of 'cultural belonging' that you talk about is mostly dead weight on the actual, live everyday culture that you actively participate in. Unlike live culture, here you are not an active subject, a creator, but a passive object, determined externally through belonging to the group that you ascribe yourself to (the ethnos).
I can't stand when someone says that there is a group 'without culture'. There are groups which do not have to carry the dead weight of the history and tradition of the group that they were ascribed to, but they nonetheless participate in culture and participate in the community in the same way. Wouldn't it be strange to feel closer to someone you've never met living a hundred kilometres away than to your neighbour because he's ascribed to a different ethnicity?

Anyway as you said, yes i would feel more belonging to a random white european person from across the country than i would feel to a arab living next door.
Since we do not share cultural history, values, beliefs, morals, ethics.
These things are ingrained into the historical values a certain people have built up over centuries.

Do you really? Haven't you seen the variance in politics within your own country? Hell, did you see it within your own city? The difference in values, the difference in discourse? 10 years of age difference and you already don't feel the same as them. You don't really share values, beliefs, morals or ethics with them. Wouldn't you receive many different answers if you asked your countrymen the questions with that theme? What does being Swedish say about the question of euthanasia? On the other hand, the arab living next door is someone that you know, someone that you can talk to. the social distance that exists between you is precisely the product of the idea of 'ethnos' or of 'cultural history'. if you talked to him, you'd find that you really are different. but you'd find the same thing with a countryman far away, yet you don't seem to have any problem communicating with that countryman. through dialogue you might become close with that arab, in the same way that you might become close with that countryman. or maybe you'd find out that he's an absolute ass, that he believes in child marriage or whatever in the same way that you could find weird shit in countrymen from far away. and you could try arguing with him in the same way. many of those people feel that way precisely because they connect it to their 'cultural identity', because they feel obligated by it. it is complete bullshit, in reality.

That "this is what Americans will look like" video is bullshit. First off, mulattos aren't that light skinned. Second, there are no actual sources on why they would like that, they just pull the "scientists have said" bullshit. Third, if Americans were to not be white in the future, they would not look like mulattos but be like pic related.

That idea is precisely why you don't manage to integrate your immigrants and why they predominantly don't try to integrate themselves. That what is held to be part of the 'cultural identity' is obligatory for those ascribed to it, and that it is too alien to anyone else to allow for contact or closeness.
