The British lamented a tragedy. There is no double meaning behind the propaganda. The Germans on the other hand vacillated between triumphalism, and the slow realisation, much like a spoiled child with its hand in the biscuit tin, that they had made a mistake. Whoops, I accidentally killed twelve hundred people! And in any event the OP is wrong, America didn't enter the war over the Lusitania and was profitably neutral for two whole years after she was sank.
