Ignore him, Louisiana is one of the worst states on the country. Washington is decent but kind of irrelevant outside of Seattle (which could easily be confused for any northeastern city geography aside)

Really depends what you're looking for, DC has important government buildings and not much else, not really sure what Chicago is up these days but from what I hear it isn't doing great

So why isn't American infrastructure top tier?

Back in the 60s some clever people over here with full government power were put together with the task of designing our country so it can be prepared for the future with estimates like ‘10 million cars by 2000’ and ‘15 million people in 2000’
They did so accordingly and now we have a country somewhat capable of sustaining so many people and movements.
