It's really not as safe as the official stats chalk it up to be. There is a large amount of corruption and organized crime in Japan--88% of deaths of which the cause is unknown DON'T receive an autopsy. A recent high profile serial killer got away with 6 kills before police decided to give one of her victims an autopsy.

Japan is safe because men spend their time always working, this is also one of the reasons why the cities are cleaner than average, because no one is outside unless it's to commute to work.
