Riga is nice man. I went when I was younger about 4 years ago and it was already better than most ex-soviet places I've seen. The center at least tries to be clean and has some nice architecture, and even in some side areas I remember we were getting drunk with cheap alcohol and walking around and no-one was aggressive like in my home town.
