They sort of tried it with the Commonwealth youth movement plan. Initially it included all Commonwealth countries but that went bad fast so they restricted it to Aus/Can/NZ but people said it was racist to only let in Anglos (and the odd French Canadian) so they threw Hing Kong and I think Taiwan into the mix. That way they only get good immigrants but can't be called racist
