Hospitals are constantly understaffed and use outdated equipment.

Roads can take months if not years. Last time there was a storm, my electricity was off for four days.

When I buy manga (it is not very easy to find shops that sell manga and it is harder to find the specific volume you are looking for.) I like to pretend that it is a first world thing to do...

I think media tends to show the absolutely shittiest parts of the developing world, like crowded slums or industrial hellholes, but there are tons of simply poor places that don't look like rotting death

40% of touristic places in third world countries look like op's picture. The rest of the country and the other 60% look dirty, roads are in worse shape and buildings are older. Also, it isn't how it looks what matters the most since getting raped and killed in a beautiful sidewalk with decorating threes isn't exactly what makes a country developed.
I recommend you go to google maps and select street view mode in random places across south America and Africa. The level of shithole is higher in Africa of course, and so is in some LATAM countries compared to others. Just keep in mind that slums in Chile aren't nearly as dangerous and drug infested as those in Colombia for example. Services and quality of life in Chilean slums will most likely be better as well and Chileans poors earn 430usd per month whereas Colombian poors eran 265usd per month, so that's the main difference between one developing country and another.

Tl;dr: op's picture is basically cherrypicked since most of South America isn't that clean and modern. Also being beautiful doesn't make a country a developed one.

a) Corruption allows anyone to build billboards anywhere, with no control on the quality, safety measures, or the size.

b)The same thing happens with trees and other plants, plant an eucalyptus tree in the middle of a narrow street. Also government uses the argument of "investment in public gardens" to explain where the taxes go. $100 USD for a palm tree, in a place where palm trees don't even fit in the landscape or the climate, that would be like planting cacti in a Swedish park.

Honestly, third world poverty and first world poverty are different

For example, I've been to poor areas of Mexico and Thailand, despite the poverty they feel vibrant and alive, and you get the feeling this state is just due to growing pains.

Compare it to, say, dead towns like San Bernardino in California or shitty deindustrialized midwestern towns and these places just feel like rotting dead towns.
