All he said was that they're a different project. He interpreted the question as if he were being asked if Chain were a part of Chainlink, which is a reasonable response if you assume the question is about the name similarity (Chain vs Chainlink).
From Chain's website: "Sequence is a ledger-as-a-service that enables organizations to securely track and transfer balances in a token format."
Chainlink would almost certainly be used on Sequence based on this description alone and Rory's not going to reveal any deeper connection if he doesn't have to. It's a perfect dodge.
