Here's the thing - in India, it's very unlikely for someone born and raised in a decent place to be violent, and so the students (the naive ones) here think that every area in a first world nation is safe, because everyone has money and lives in a great environment. Then they run into drug addicts or drunk teenagers in vacant trains/empty streets at night and end up getting mugged because 1. most Indians behave awkwardly and 2. they are easy targets
