in japan, you won't be judged in court in most cases if you're arrested, you will be judged by prosecutors. that conviction rate only applies to the cases in court. japanese prosecutors work like the court in japan like there are two steps to be judged. if they think there is not enough evidence, you can be free before you get judged in court.
japan's crime rate is so fucking really low and it has systems like that, so people who go to prison are mostly hardened criminals and/or committed obvious cases
so I think it's true that Japan's justice system is flawed but it doesn't change that there are far more crimes in uk
