Non-meme answer from a French whose family is half Parisian and who just moved to Lyon after three years living in the Parisian area.
Basically : all the memes and the clichés are both true and coexist at the same time.
The problem with is not Paris in itself : it is its immense, surrounding suburbs. The Parisian suburban area is, with Marseille's, perhaps the worst thing France has to offer.
All the Arabs, Blacks, White Trash or Yuropoors that come here to leech off the country live either in Gare du Nord or in the Parisian suburbs, with only a few notable exception. That is the meme part which is true : there are, indeed, a shitload of Arabs & Black people who work and live near Paris at all times, and a shitload of scam artists and beggars in the subway or at the hot touristic spots. So if you're racist and annoyed by these people, you will cringe.
Yet at the time, Paris the city in itself, which is a lot smaller than the whole Parisian area, is everything the fancy clichés say it is : beautiful architectures, expensive, lots of fashion happening, it is a city-museum like there are very few on Earth (think like Rome for instance). If you're filthy rich and stay near the Seine, than paris really is the city of Lights and you'll have a blast. There are a lot of tourists and French people over there, and it's teemiong with life.
So in conclusion : if you're rich and stay near the historical center, Paris is what you see in ads.
If you go anywhere else where actual people live and work, Paris has surrounded itself with people who literally can't afford to live in the capital, poor people, most being iondeed immigrants from France's ex colonies which happen to be in Africa.
France's true beauty lies within its countryside.

I went to Paris last year. The thing I really noticed was a load of scammers/gypsies, literally an hour since we arrived in the country and we'd had three separate attempted scams happen to us. I think the rich parts of Paris are very nice. Avoid suburbs like the plague.

Because our leaders fucked up us hard and imported legions of cheap labour where they could find it (i.e. ex African colonies) and hastily built ghettos in which to park them over the course of the second half of the XXth century.
This was of course encouraged by the USA, who had emerged as being the real shotcaller in the Western post WWII world, since they saw themselves as an inclusive nation of immigration with no possible bad repercussions foreseeable. This was all done to keep^our economy competitive and since France is very centralized, Paris (and other major cities like Marseille) became surrounded by huge suburbs. The tragedy is that those ugly suburbs were built by literally defacing and downgrading tragically what were initially comfy little villages not far from said big cities.
And now, 60 years later, we realize it's too late, ugly and full of people that will keep it ugly.

I envy Australia's stance on immigration and hope to move there one day if I ever can.

I can confirm this. I was in Paris and had a lot of fun, even at Château Rouge. The only thing that bothered me were the Arabs trying to sell cigarettes, made me kinda uncomfortable to be honest.

Unless you're utterly ignorant, which I assume you're not, then you will know Europe has a strong history of colonization. The result of said colonization is that today, ex-colonies who have stayed poor shitholes (i.e. not Canada or New Zealand for instance) end up having people who act as poor people have always acted since the danw of time : they go and try to build a better life where they think there are more opportunities and wealth to be had. Since Europe is undeniably richer than Africa, and easier to get to than the Americas, they go there, and simply pick the European country that has colonized them in the past since it further serves as a link into integration (like speaking the same language, etc).
That, and also centuries of European colonizers racemixing with natives from their colonies.
As said, it's neither good or bad, what's certain is that going back in time is not possible, so it's a "accept it or leave it" situation.
Moreover, I'd argue you probably can't distinguish Asians from one another so if you go to Tokyo and you think you see 99% Japanese, you're in fact wrong because you're incapable of telling the differences between Japs, Koreans, Vietnamese, Chinese and the likes.
