It depends how you measure it (bone pressed or not) and if it's self reported (which is usually exaggerated) or measured. I think most countries are around the same average when measured the same way.

But benching more than your bodyweight should allow you to do more push-ups than that unless you literally have "gets tired climbing stairs" cardio levels, which shouldn't be possible for a 168lb man in his 20s.

It's not all the same muscles.

Think of it like benching in a smith machine. You'll get really good at benching in the smith machine, but you'll lack the stabilizing muscles so if you did it free weight, you wouldn't be able to lift as much.
