The explanation is at least in the ball-park, in the sense that feminism has made women less attractive/less suitable for marriage (fewer chaste women but not really many huge sluts like he's saying; more women encouraged to study/work/do other things than get married and have babies); so when it does happen, it's later, which means later and thus fewer children, too. I think the biggest nail in the coffin for this cock-carousel spiel is having a look at the rates of virginity for women at age 30; they are far higher than in Western countries (though still lower than the comparable rates for Japanese men). Promiscuity is one possible outcome of making women masculine, but another possible outcome is dropping out of society (as with many men in Japan), which happens, too, and probably happens more in Japan than in other countries with similar issues. In this way the problem of irregular work rears its head on the woman side. But the core problem is women working in the first place, because higher expected household income inevitably drives consumer prices sky-high.

But it's not just a problem with women. Also, modern culture has turned a lot of men in to effeminate weaklings (the other side of the feminist coin, really). It's by no means unique to Japan, and it's by no means as one-sided as MRA-types like to tell themselves. It's the same story all over the developed world; anywhere sufficiently advanced for feminism to have taken hold has these same population problems.
