Nah mate he fucked up big time. I dont exactly remember but I think He told both of them to rise or something instead of one to rise and the other to decrease elevation. Both pilot trusted his word despite their emergency collision warning chimping out. In fact after this crash it became mandatory to give priority to the system over the ATC's command

No it get better than that, there was suppose to be two atc in the tower but the other one took a nap. nevermubd the fact that the atc that fucked up never apologized or showed remorse for his fuck up.
