Frankly speaking I've never heard of any developer from here who'd move to any western European country except for the UK. If you want to move out of Poland, it's always the US, Australia, Canada, sometimes even South Africa or Israel but not France for instance. Interesting.

It's a huge issue that the EU and UK have tried to tackle but nothing has really sprung up. They have the physical infrastructure and brain power but none of the start ups.

There is silicon valey-esque area in Ireland, because Ireland has low corporate taxes.

One of the reasons is that companies such as Google, Oracle, Microsoft which have insane amounts of capital and free access to our markets tend to buy out a lot of promising start ups.
Furthermore I don't really know why there isn't one. They've been trying to create them and there are plenty of interesting companies in Europe but none that could ever compete with the big American ones.
