If you want to learn a slavic language you should learn russian.
By learning russian you get access to most of the cis countries where people dont speak much english and you can read world class literature in its original form.

Not for Non EU students. In Germany it is free for everyone, including non EU, and Switzerland/Austria it is only 1000 euro a year for non EU

No shit, why would you want to live there? If you wanna learn a language to live in the country learn German, you will get lots of opportunities. If you want to talk to Russian speakers and read Russian literature learn Russian (but there is way more German literature)
