Problem is that we inherited a lot of cultural and economic traits that were kind of obsolete, which only helped to drag us down. And when Iberians settled here they didn't have in mind to create a place to for them to live, they instead wanted territories for bucks.
The fact that our natives weren't genocided also contributed in our current situation. After our independence, we only focused on the development of those certain parts that already were important to the crown, while the remaining areas of the country (mostly inhabited by natives) weren't paid much attention. This, along with our caste system, which prioritized the interests and needs of the high class (comforted by cri*llos), further contributed to the slow development of our economies and inefficient approaches towards money management.
But, to be quite honest, I don't think that this is our main problem. It may have caused the big issue, but I don't think that this is a reason to blame at this point. This main problem is the fact that we see mediocrity as something acceptable.

Bolivia and paraguay have done their natives best, although peru is up there now. We treated them the worst I believe, and still do. There are social programs which main objective is to help everyone living in poverty (natives are the largest group under the poverty line) in getting a decent education or study abroad.
But the last is only directed towards superior education and most people aren't aware of the existence of this program. Then we have our problem with our public schools, the government only focuses on elementary school, because their interest isn't creating independent individuals capable of making informed decisions on their own.
