the japanese had rotational divisions from china, at the beginning their experience infantry was in manchuria but as the war progressed they rotated recovering troops and greens to manchuria and reinforced the experience troops in the pacific, eventually when soviet union overan manchuria it was just old people and recruits

what you considered "bulk" war effort isn't war effort, it's stationary manpower, even though the japanese "store" most of their soldiers in china most of the movement of material and men is towards the pacific in rotations, think of it as a vacation for the men on the mainland, as the americans went across the islands, more and more men from china went on vacation in the pacific, what is crucial is that if the thought china was more important they would not have used all their navy to defend those vacation islands

Because the pacific theater was mostly a sea war. The Japs were preoccupied with China yes, but their navy and air force was absolutely demolished by the Americans, and as an island nation, a navy and airforce is paramount for the defense of the coast.

Had Japan had all their entire army on the home islands by the time the Americans rocked up on their shores wouldnt have made a difference, the whole Japanese campaign was sparked out of necessity of natural resources and land to grow agriculture, of which the Japanese home islands lack. It would have taken approx 1% effort to blockade all the Japanese ports, stop all natural resources and food from being imported, and watching the whole country collapse over a matter of time.

War's not about how much you do, its about how much damage you can inflict with how little you can do.
