India bred the LTTE (though that was a bit more covert) and payed for their errors by having their PM assassinated by an LTTE terrorist. In Pakistan's case- they tried to breed Islamic terrorists against their enemies, but the terrorists instead turned on literally everyone who wasn't as devout of a Muslim as them (including the Pakistani state). A lot of the blame for Pakistan's current state is on the ineptitude of the Pakistani state.

Well, firstly I am not South Asian, secondly I am pointing out the stupid shit South Asians do regardless of their country. They think that they can tame terrorists as their "secondary army" and it has always lead to a failed outcome for them. They are either too dumb to understand this or just don't care about the state of their countries.

Pak has been under control of its army since day 1. Their initial good performance in 60's wasn't sustainable and to a large extent was sponsored by US money (though same can be said of South korea). They never really liberalized their economy, in fact bhutto nationalized it. So they were never gonna develop like Japan since their policies and environment would never allow it. India has largely come out of this socialist trap but pak still hasn't.
