Busses in most shitholes in Europe have cameras. My town doesn't have it but when I visit the progressive parts of the country you are greeted by a LCD screen which displays your face upon entry of the bus to show that they have footage of you.

We live in a cashless society (tm) and busses are among the few things that still carry cash on them by law making them popular targets for robberies.
On top of that during night times violence on busses isn't uncommon as drunk people start a brawl.

He violated her by slapping her ass, of course he would be penalized for it. The same would happen in America probably, tho I don't think it'd be as severe a punishment as 3 months jail... But European jails actually try to rehabilitate people and aren't nearly as bad as American ones so it probably isn't the end of the world, hell a jail in Norway sounds comfy.
