English students outnumber Scottish students at St Andrews and Edinburgh. Those two, Glasgow, Aberdeen and Dundee are all redbrick-tier. Although on a side note Scottish students get bursaries to attend Oxford or Cambridge that aren't open to English students (friend paid £4500 to go to Oxford and graduated this year).

Actually it was the same situation (I'm a British and Australian citizen)
Despite even being a British citizen, I had to pay full fees for uni in the UK because I hadn't been a resident for 3+ years while people from Romania and Lithuania could get British student loans because EU even if they just arrived in the UK

2bf England is pretty much the only place in the EU that charges a serious amount to attend a public university. Until tuition fees were introduced in England, English students did have free uni in Scotland. Scottish universities only charge rest-of-UK students what it would cost for a Scottish student to attend uni in their country (hence NI and Wales having lower tuition fees).

It's allowed the Scottish government to rack up (proportionately) the largest budget decifit in Europe while it's the UK government that's actually on the hook for all borrowing. Independence would have been a mistake, but devolution allows Scotland to milk someone else's cow.

Publicly funded universities have tuition fees in many countries. Publicly funded healthcare often costs money too per usage, publicly funded swimming pools charge money for entrance, publicly funded transit systems charge money for usage.
