Their job is dealing with the people who get dumped off by their families because they can't deal with them anymore.
In nursing homes they'll typically have 30+ patients they are supposed to race around taking care of and half of the patients are crazy and angry and constantly trying to do dangerous things which the nurses have to stop and deal with while they have the other 29 patients they are trying to get to flipping out because they haven't got their pain meds and so they are getting out of bed and falling and trying to walk out of the building and now somebody else is dying so you have to go to them and get paramedics in there.
It's just a hopeless mess.

I would never put my parents or grandparents in a home, but the thinking is:
"We can't afford to equip the house for sufficient care, and we don't have the expertise to give good care, so we should spend money on placing them somewhere with specialised facilities and staff."
But that isn't what they get, the whole industry is a scam, the pricing scheme is utterly predatory, and you would have to be insane to opt for it as anything but a desperate last-resort.

I agree with you completely, family and failing that the local community should be caring for the old people. But there has been a concerted social and political move to destroy both of these traditional structures, so I think blaming the individual living in the ruins is a mistake, too.
