Actual economist here. The real reason is that those countries are former colonies and their economies were built around producing raw commodities for export.

In the long term the real price of commodities falls compared to manufacturing goods so the terms of trade of those countries worsens. Combined with the generally low IQ of the local mestizo population that inhibits economic complexity and higher value added economic activity means those countries will always be generally poor only booming during temporary commodity price booms.

That generated a lot of social instabilty, and Perón used it to come to power, but instead of going back to the free economy and tiny state, he gave a lot of power to the unions and increased the social spending.
We've been in decadence since then.

Wrong Latin American countries are actually deindustrializing or are trying to prop up local industry with import substitution policies. Economic complexity and integration into global value chains is falling as commodity exports temporarily increase. Latin American countries can never escape middle income status because there aren't enough high IQ managers and engineers and entrepreneurs to run a modern complex sophisticated economy.

We basically got to be the China of Europe for a brief period of time which was the doing of European companies doing the first wave of outsourcing. The government was as incompetent and inefficient as always but without EU gibs to waste.
