Big O is a bit left field and is arguably unrepresentative of anime in general just because it's so unique. Cowboy Bebop is a good recommendation too, but I don't have the strongest feelings on it either way so I tend not to recommend myself. And I haven't seen Paranoia Agent.

A small number of areas predominantly in Western Ireland known as Gaeltachts. As a country, we've unfortunately done a very poor job at preserving our language since we gained independence and could do with learning a thing or two from Quebec.
Not the entire countryside. Mostly along the west coast with some spots in the east. The small islands off the coast probably have the best preserved language.
