NPT? India never signed it. We developed our nukes without anyone's permission and despite American spy satellites watching. Managed to get everyone to repeal the sanctions too, after a while.

We helped invent them and America tried to get us to take nuclear armed Bomarc-10s but the country went crazy when they found out and refused to allow it. It caused a lot of problems between Canada and the US.

Japan and Germany definitely have the technology for developing nuclear weapons, they just want to avoid accusations of reviving militarism (you know historical reasons and all). If US ever abandons their allies, these countries will be first to acquire nukes. Japan especially needs them to keep chinks at bay.

Pretty much every more or less developed country has the technology to produce nukes, there's nothing super-difficult in that, i'd say it's more complex to develop a reliable delivery system for these nukes.

In 100 years this will be considered one of the biggest mistakes Canada ever made. Having nukes may have been seen unneeded at the time, but once the NWP melts fully they would have been the only thing that would have helped us maintain our northern land sovereignty. Ask Panama and Egypt how well their territorial sovereignty was respected when a very important trade route was on the table.
