South America was always better off under right wing governments, look at Chile under Pinochet or Venezuela before Chavez or Brazil under Vargas etc.

So? Pretty much all elites of all developed countries study in the USA or the UK in a certain period of their life but it doesn't make them less developed. It's just about mastering the world's lingua franca (and before WW2 it was actually French so people usually studied in France) and learning new ideas that the world's leading countries create.
