There is no official motto for the whole country. Several states have their own motto, which they use sometimes. The closest thing we have is the phrase 'La Patria es Primero' (The fatherland is first) which is engraved in the chambers of deputies and other official buildings.

This phrase was said by one of Mexico's national heroes, Vicente Guerrero, when offered a Royal Pardon by New Spain's viceroy. He said something among the lines of 'while I respect you, the fatherland comes first'.

we don't have a codified national motto, but this one from the first article of the first constitution proclaimed in the 7th century has usually been seen as japanese motto;

and the character to refer to harmony, 和, is a synonym for japan, and 大和 (lit. great harmony) is read as yamato.
