What happened?

The Hague BTFO'd Bolivia's demands of Chile giving them territory so they'd have MUH SEA

Long story short:

In the 1800's, Bolivia tried to pull a fast one on Chile with some tax shit, Chile told them to fuck off, so Bolivia allied with Peru to go to war with Chile.

Chile kicked both of their asses and took a lot of their territories (but since Argentina is a cheeky boi, Chile had to give Argentina the Patagonia or risk fighting a war on two fronts).
Eventually, Chile returned some of the territories to Peru, but nothing to Bolivia. This was ratified by a peace treaty, solidifying the borders of the whole zone.

Ever since then, Bolivia has been crying about "access to the sea", and Chile has constantly been trying to reach a satisfactory solution that doesn't involve giving up sovereign territory, including an area for tax-free access for trade, fishing and shipping. Even Peru has given them some facilities, but nothing was ever enough for Bolivia.

Peru also had some beef with Chile about some sea territories in dispute, so they went to the International Court of Justice of the Hague, and won. So Evo Morales, the president of Bolivia who has been using Chile as a scapegoat for ages to stay in power, went to the Hague as well.

The Hague ruled that none of their arguments meant shit, and Chile has no obligation to negotiate anything because their treaties and continuous good will have been solid all along. They can continue negotiating if they want to, but they're not forced to.
