Quebec has the second smallest number of government employees per capita after Ontario. If you need more money from the federal government for math education, there's no need to neg more productive provinces when you can just ask.

Not sure, maybe they've got a practical or legal floor on the government employees they must have.
Even if you add provincial and municipal employees into the mix, Quebec still comes out third in having the smallest number of government employees per capita in Canada. I'm not sure where you got this idea it was flooded with bureaucrats.

In NB we have lots of vacant government jobs because they require fluency in French and English. It also sets it up so that the vast majority of government employees are French since most French are bilingual but not Anglos.
