It's an opera hat, it folds. When player goes sneaky mode, Jackob folds his hat (or takes of a flat cap) and puts it in his pocket.

Plus you can still make it diverse and multicultural in Japan if you pick the right time like the Sengoku era, with the Sakai merchants who dealt with the Ming and the Europeans traders, plus the religious strife with the christian missionnaries and the buddhist ikko-ikki and honganji.
