No, certain regions have a very strong regional identity, people from Kashmir and Punjab will always identify themselves with their region. they stop referring to themselves as Indians outside the country. the Sikh-Americans are a good example of this
they tried the wipe out thing in the beginning but failed but its working in the long-term
basically, every new zealand does it at some point in life, especially at schools and in sports. outside of those occasions, only the natives do it at events or to celebrate
