If there's a law that "people can't leave the country" it's still the legal way, so if they don't introduce it, they do it for some reason.
Also, actually why would Maduro want people stay in Venezuela? The fewer people in the country, the less oil money you need to support them. If I were him, I'd actually kicked all people out of the country just to keep all oil money for myself (except for those who work in the oil industry ofc).

Venezuela's GDP is almost entirely based on oil production, so you don't need any more people but the ones who work in the oil industry.
If there were only 2 million people in Venezuela, their oil reserves would still be the same just the money the country makes from exporting it would be divided between a smaller number of people, therefore everyone would be richer.

I know a Chilean guy that moved to Venezuela before Chavez became president. He wants to leave and take all his family with him, he works independently because he knows that he will probably won't do a lot of money if working under an enterprise. And even like this, he is unable to pack up his stuff and leave, even if he has people outside of Venezuela willing to help him to go back to Chile. Right now is super hard to get out from there properly. My dad is right now about to take a Venezuelan political refugee and it is still very hard to bring him here, even though the guy that he is bringing over isn't exactly poor.
