Daily reminder that nearly half of Latvia's population are Russian bydlo who replaced Latvians murdered by Russians in previous century. I believe that most of them are brainwashed by Kremlin-TV and they are well organized in case of voting and vote whom they are told.
But does this 80% of people voting for the pro-Russian party include also ethnical Latvians?
those who are citizens can vote, those who aren't cannot. Getting citizenships is fairly easy for them, just a bunch of them don't want it because they have russian citizenship. Also being non-citizen isn't that bad for them at all, so they don't even bother to take a small language test + knowledge test about latvia.

Latvian non-citisens can move to Russia or trought the EU without any problems. Those who have some kind of citizenship can't do both..
They didn't get Latvian citizenship automatically because legally the Latvian republic is the same entity that was established in 1918. 1991 was just restoration of independence. Which means only the people who had original Latvian citizenship or whose ancestors had original Latvian citizenship got one in 1991. The soviet era immigrants got a non-citizen (resident) passport that let them move to Russia and apply for all the typical social services and shit. In order to get citizenship they had to pass a language test.
It took them 30 years but now a majority of the Russians that stayed seem to be citizens, mostly because they needed it to work in the west and vote in elections.

Back in the day they hand 28% of the vote, but it constantly going down, mostly because russian population of Latvia shrinking. However it still mean that old Saeima is going out and forming new government will take a while.

Don't know about travel but a bunch of Russians I know got a citizenship to work abroad. Some of them did it before EU though. Pretty much all Russians I know are citizens though so I don't have much exposure to non-citizens.
As for the construct being new, of course it is. It was introduced to deal with 900k people who were suddenly in our countries without clear legal status.
