In a way he's not wrong. Siberia has a lot of resource mining. If you living out there then you're probably doing so for a job; whereas more populated west areas can have much more homeless or jobless

I think that's just because of low population and the fact that most of those workers are miners, who earn more by default, or governmental structures like police or railroad or army, those earn more on average as well. However in western parts of Russia in a typical family both husband and a wife work, while in the east there are little to no jobs for females
