There are 36k Serbs in Macedonia and 39k Serbs (not including Serbs from Bosnia, which is another 10k) in Slovenia.

Well, Austrian is not a language, but if you mean German, then the answer is no. Around 1/3 of population has some knowledge in German, but most people speak English and Serbo-Croatian as a second language. There is a German minority in southern part of Slovenia, and German was widly spoken before WW2 everywhere in Slovenia, except for the littoral where Italian was dominant.
