I have 6 tattoos, they are common here and people only notice or care if they are on your neck, face, or hands.

Concealable ones are common and tasteful ones that arent are fairly uncommon, distasteful ones even more rare. People who go "ugh dealbreaker, it showa you are weak and lack respect for yourself" etc. are even rarer it is seen as an oddball opinion.

I think that depends. A person with a random sleeve or some writing or such is meaningless. A sailor that gets traditional tattoos still has the same meaning it did 200 years ago.
